The center ring is a safety device that allows the collar to roll over if the dog gets his collar caught on a fence, limb, etc and often frees him. You can clip a lead or leash to the center ring. These are made from double-ply nylon. Please Note: Collar size is the dogs actual neck measurement, not the length of the collar. I.E. A 16" collar fits a 15" to 17" neck.
